Massachusetts has leapt from academic mediocrity to national dominance since reforming its education system in 1993. It has led the nation in 4th- and 8th-grade reading and math over the past decade. Meanwhile, Michigan is one of only six states showing decreased scores on the National Assessment of Educational Performance tests, also known as the Nation's Report Card.
